Mr. DAVIS' resolutions came up. The resolutions read as follows: 1. Resolved, That in the adoption of the Federal Constitution, the States adopting the same acted severally as free and independent sovereignties, delegating a portion of their powers to be exercises by the Federal Government for the increased security of each against dangers, domestic as well as foreign; and that any intermeddling by any one or more States, or by a combination of their citizens, with the domestic institutions of the others, on any pretext, whether political, moral or religious, with the view to their disturbance or subversion, is in violation of the Constitution, insulting to the States to interfered with, endangers their domestic peace and tranquility -- objects for which the Constitution was formed -- and, by necessary consequence; serves to weaken and destroy the Union itself.

probably not tariffs. They are the purview of the Federal Government alone, not a State issue.

One key point to remember, when we see Lost Causers cackling about "Corwin, Corwin, Corwin", is: Jefferson Davis' resolution's where it all began -- these are the beginnings of Davis' conditions for keeping the Cotton South in the Union.
Later he will add more conditions, of which Corwin will be but a faint echo.
But in the end, none of these jury-rigged resolutions or amendments mattered, because Jefferson Davis will get everything he ever wanted to protect slavery in the new Confederate constitution.
After that, nothing the Union did would matter in the Cotton South.
