How does Trump beat mail in voting fraud?

Thought occurred to me when I read that Trump hired a new head of the USPS.
The USPS prohibits mailing of explosives and some other things. They can easily prohibit mailing of ballots “due to potential fraud and loss”, especially considering that over 12 million mail in ballots LOST (that’s the figure I remember roughly) in the since 2012. So, very possibly the USPS can issue their own regulation that to maintain integrity of elections, no ballots can be mailed in.
I was told about 1971 by someone who should have known that gov had even back then a tech that could read paper snail mail WITHOUT opening the envelope.
If that claim were true, it seems logical that such mail-in ballots could be read and monitored for fraud. Just speculating.
