If you put an IP address (like 209.157.64.200) into the address line of your browser it will go to that page directly, without needing to do a DNS lookup. You can practice it now, it always works.
I don't think that DNS is going down, but if FedGov wanted to "turn off the internet" turning off DNS servers would by one of the simplest ways to do it - albeit, people could use this workaround.
A DNS outage may appear to be like a general site outage; the browser will just hang & if you “ping freerepublic.com” you it will timeout. Simply replace the domain with the IP to bypass DNS and get to this page directly:
