Upon conviction, expulsion is not automatic.

To serve as a congressman, you have to be a citizen for at least 7 years. If she is proven not to be a citizen at all due to fraud, she still has to resign or be expelled. It isn't automatic. But if that is the case, party politics will not prevent her from being expelled, which is why she would resign voluntarily instead.
