The thing is, Sandy Hook is an area of Newtown; Newtown was incorporated in 1711, made up of five different towns in one area of Ct.! The next town over, Bethel, belonged to Danbury, during the Revolutionary War, but was then split off from Danbury, so that ever afeterwards, they have been two separate towns. It's what happened to quite a few places in Ct. pre and after the Revolution.
