Yes you can and it has been done. A government review panel in 1916 revoked 911 Medals of Honor as far back as the Civil War.
An example of some of medals revoked. Every man in a Union infantry regiment that re-enlisted in 1863 was awarded the Medal of Honor. Hardly meets the criteria for the award.

the purge was in 1916 under Wilson. In all,911 Medals of Honor were revoked.

You are correct. At the time of the Civil War, the Medal of Honor was the only medal of any type awarded to soldiers for acts of valor. They were primarily for enlisted men to receive, often for seizing and retaining an enemy regiment’s colors. Officers were generally given a brevet (temporary) promotion for acts of valor or successful combat actions. George Armstrong Custer was breveted several times, while his younger brother received two medals of honor for seizing Confederate regimental colors. Look at the officers of the 7th Calvary (not Calvary, that is where Jesus was cruxified) at the time of the Little Big Horn, close to half of them had higher brevet ranks they received during the Civil War than they held as Regular Army ranks at the time of the 1876 battle. Custer LTC vs MG, Reno and Benteen were MAJ vs LTC.
True the Commission at the time recognized how ridiculous it was to dilute the value of what is a medal of Valor and sacrifice. Simply re-enlisting was certainly not that. Good that a review panel revoked them and others. Procedure through the War Department. The Sickles one stayed however— as idiotic as it was awarded 34 years after 1863— guy was a complete SOB and a@@hole. Seen his legbone at the Museum in DC == guy was a real self promoter. Compared to legitimate heroism, add.... even when not.
