This letter is more akin to President Reagan’s “Mr. Gorbachev - TEAR DOWN THIS WALL.”
Peggy Noonan’s book “What I saw at the Revolution” is excellent - about Reagan, before Noonan went soft. She said that what ever was said in a Presidential speech became an official statement, and a policy of some sort. And all the cabinet members would review the speeches to make sure the words fit the policy.
The State Department and others kept deleting that line from the speech - as that idea of tearing down the wall wasn’t official policy. (”We would be telling a sovereign nation what to do. It would impact are diplomatic efforts.....)
And revision after revision, Reagan kept putting it into the speech.
Which he did as he penciled it into the final speech in the limo on the way to the Berlin Wall!
