OR...it could be that the housekeeping staff noticed the smell and had planned to air the room out, but didn’t have time. My money is on housekeeping :)

Also, if someone had been in the room before and then rejected the room, why would they order an odor unit and then not stick around for it? Plus I would think housekeeping would visit the room to check on it before they rented it out to someone else. Not a full hotel that night - not many people around.
Hopefully there is a reasonable explanation, but...
