The leftist media points out that CGI Federal was only one of 33 companies but when Cato was looking into the ACA launch failure it pointed out that CGI held one of the few key rolls and that there was no overall commanding authority in the development except the Obama Administration itself.
CGI failed when called upon to demonstrate their specific responsibilities.
The question as to a "no Bid" award is a technical one. There was two step IDIQ award process. About 15 to 30 companies went for pre-qual under stage one. Four were selected to submit the final IDIQ submission and all but CGI were deemed Non-Responsive. That left CGI as the only one that they could award to without conduction a resubmission which would take three months at a minimum.
