I’m no lawyer but I don’t feel it’s constitutional. You’re being stopped and searched/observed with no reasonable cause. A high DUI rate is no reason to stop/search me.

Pretty certain if it was truly a random inspecion stop if was declared constitutional by USSC.

If I recall, cops cannot pull everyone over, as that is an overreach, but random stops for compliance are allowed. Too bad.

Not sure if one can successfully not comply once stopped. But I would tend to ask the questions “am I free to go?”
“If not, am I under arrest?”
If not why have you detained me?” “What am I being investigated for?” “ What is your reasonable suspicion or probable cause to detain me?”

By then I suppose I would be arrested. IL law probably allows such intrusions for “public safety”.
