I see Q, despite their “Q-level access”, and direct access to the President, as being human, just like us, and sometimes guessing wrong on timing of events and even outcomes ... but NOT WRONG ABOUT THE PLAN.
Probably frustrated like us at times too ... for example by Sessions’ indecisiveness, and by some of the weaselly behavior of certain other administration and Congressional officials.
In war, even the best of intelligence is often less than certain. It’s called the fog of war.
A great general (or CEO) makes effective decisions despite the uncertainties.
