As I understand the DNI position was created after 9-11 cause of the Jamie gorelick wall
They didn’t want the CIA and FBI not sharing info
It would be the dni’s job to decide what needed to be shared
And communicate info both agencies needed while also deciding which info the fbi or CIA wasnt privy too
