That does not look like her. I have never seen her look like that.
Maybe before some of her massive plastic surgery. Look at photos of her before 0bola “won” (cough/choke) the presidency, and at the end of the 8 years of torturing the country (and the world).
She had a tremendous amount of surgery. Way too much.
Should have searched first. Of course, her real “ugly” problem is that her character seeps out of every feature and every pore. If she were a nice, good caring person, even though not given beauty, she would be pleasant to look at.

The China Daily photographer just caught her with a particularly bad expression. I would not want that photographer following me around.
What you are seeing is a bad wighat placement.
Notice the top middle of her forehead where the hairline is? That's her original nap.
The rest of her "hair" is her hair hat, or the culturally appropriated fake doo.
She isn't usually that sloppy with the hair hat application. maybe she doesn't have her full entourage of government supplied "stylists" any more and is reverting to the hood-rat look?
Imagine her without the wig hat. That's what she REALLY looks like.
