A repair team out to fixed one of thousands of fallen communications towers or one of tens of thousands of cuts in power lines would simply be delivering supplies to be seized by the constitutionalists or by one of thousands of criminal gangs if it is t guarded by sufficient force.

If guarded by sufficient force, then it presents a concentration of forces which may be attacked and wiped completely out Or if enough such repair parties were to be out trying to restore line or pipes, then something else (of necessity) isn't being guarded and would be raided instead. A warehouse full of food for example.

This is the basics of logistical warfare.
