Will the genetic additions change the non-physical souls of the monkeys? I would find that of tremendous interest.

The way I see it, the RNC is missing out on another voter recruitment opportunity.

I don’t think so. The coming dominance of the human race is not by disposable cheap labor and stupid soldiers. We have too much cannon fodder and too many unskilled laborers.
Truck drivers, brick layers, etc. (not that they are either stupid or unskilled — but human manual labor, in general) is going to be rendered obsolete in the near future.
It’s all about brain power.
These are the trial runs. Make a smarter monkey, you can make a much smarter person.
The holy grail by all established global players can be summarized into a couple of key groups:
1. improved IQ
2. limb regeneration
3. organ harvesting
4. infectious disease/cancer eradication
However, long before these medical advances are commonly known, cosmetic applications will have created a new $trillion dollar market:
1. Hair regrowth
2. Hair color, texture, length
3. Eye color
4. Skin color
5. Facial/physical features molding/shaping
Of course, the MIC is behind all this. All advanced countries want large, strong, smart disciplined soldiers who will follow orders. If they are injured, limb regeneration and/or organ transplant will be available. As a last resort, mental capabilities can be preserved/restored in a simulate environment (quantum Net) to allow virtual life to continue apace.

I don’t think you need the MIC to be behind it.
In a land where people bribe coaches to get into to college, there is plenty of customers who will pay to increase their kids’ IQ 30 points and make them a star athlete.
Heck, to give their kids a fighting chance, probably most parents with any money will do so.
