I haven’t worked on land lines in several years, but a basic line was analog and you paid extra for the DTMF (touch tone)line. But it was backward compatible.

Yes. You dial 1 by hook-flashing once, 2 with two hook-flashes, and so on. One payed extra for touch-tone service, dial service was always present. The dial worked flawlessly since touch-tone is an add-on service.
