I’m thinking they are trying to avoid a certain clientele by having a dress code.
Now they could get sued over alleged racial discrimination, and could end up out of business.

They have a dress code, they have to consistently enforce it across everyone.
They can have one and more power to them, but it has to be applied across everyone.
