That does make perfect sense around hard evidence. The only other incentive I can think of, for questioning targets, is poking around to induce them to implicate others, widening the noose, to collect witness statements. Still, it all goes back to... if they have it all..

The questioning will happen after the arrest. Arrests for Ricco type stuff won’t happen till they are ready to roll up the entire network. JMHO.
Q has intimated that some, like LL, have flipped. I think those that use the "haven't interviewed so and so" are the types trying to discredit any investigation. It's also possible that some interviewees were warned not to tell a soul anything. I believe that the investigative portion of the operation is over and now begins the prosecutions. It has to happen soon for morale's sake, imo.
