Maybe, maybe not. This is a "family" film; and, I think most critics give those type of films low ratings. They seem to be actively against any type of film that shows a loving family, or just nice, normal people.
I would like to see what audiences think of it, before I decide if it is a "lousy" film. Critics really can't be trusted anymore.
FWIW, Rex Reed said it surpassed the original.
“I would like to see what audiences think of it.....” They already have. No numbers anywhere near what they expected. And family animated flicks had been doing quite well over the past 10 years. But the audience is changing as they would rather see Marvel than Poppins. No one was blown up in Poppins.

Meh.
Like with the remake of Willy Wonka, sometimes the original is so superior that it causes the remake to be far less watchable than it would be had it been presented to an audience unfamiliar with the story.
If it is a family film why is it rated PG?
