Using the 18-49 demographic. For instance, The Connors is at a 1.4 rating, while NCIS is at 1.3 for this Tuesday (12/11). Total viewers is 12.15 million for NCIS, 6.67 million for The Connors. Hmmm.

The Connors may indeed be ABC's top ranked comedy and near the top for all channels, but that just speaks to the near death of sitcoms on TV as far as ratings are concerned.
