Many of the deli owners in high crime neighborhoods in Philadelphia had bullet proof glass installed between the cashier and the customers. The key word here is “had.” A while back, the Philadelphia City Council passed an ordinance banning the use of protective glass by the store owners because “it offended the people in the neighborhood.”
