Taking on debt through bonds would have to be authorized by the same Congress who could just appropriate funds. Bonds don’t get around the need for Congressional support.
Go Fund Me, and similar public contribution campaigns have been tried in the past. They produce insignificant amounts of money.
A lottery has been suggested. Lotteries could produce money on the scale required, but would take years, face legal challenges, and require Congress to authorize them.
Asset seizure from drug cartels has been proposed. El Chapo (Shorty) Guzman is now going to trial in the US, and there is about $13 billion in potential asset seizures in play in that case - enough to build 1,000 miles of good rural barrier. That kind of windfall will likely be rare and unpredictable, but that one might be all we need. It would still require Congress to authorize it.
The Trump Administration has proposed recisions to offest the cost of the wall - voluntarily cutting its own previously appropriated budget in places, like a little line item veto. That still requires Congress to re-program the funds, but relieves them of the burden of finding politically difficult new revenues, or having to make cuts to deals previously made in Congress.
The military could build barrier from within its budget. The President likely could unilaterally build some limited amount from within the Defense budget in any given year, but Congress would no doubt reassert budgetary control the next year, and could penalize DoD with cuts.
Whatever is built, has to be sustainably operated and maintained, which requires a budget line in perpetuity. Congress is about the only venue for that, as a practical matter - Congress is just the most elegant solution for providing the construction money precisely when it is needed, without uncontrollable variations, and really hard to get around, under our Constitution (power of the purse).
Doing well in the midterms is the single biggest factor in the fate of wall funding.

Make them available to Vitizen Property owners that pay Taxes. Pay back 10% Interest. It wll be funded in less than week.
The best way to maintain the wall after it is built is to slap a 25% surcharge on all wire transfers of money from the USA to any foreign country. It would not be discriminatory in that case.
