While its obviously a waste of ammo for many, the bump stock does provide the commoner with the ability to produce effective suppressing fire.
Additionally, approaching the idea of safety from the standpoint of object control rather than individual responsibility creates the fertile environment government needs to flourish. They can run amok studying the cost/benefit structures of objects and creating bureaucracies to manage and regulate them and decide who needs them and doesnt. Once theyve solved the issue of something like a bump stock its not long before they see that a budget cut is avoided by tackling the important issue of something like a semi automatic rifle...
