I was confused by that usage as well. However I saw something that made me set aside my quibble of that moment. But now I forget where I saw it, and what it was.
The impression I have is there was some kind of discussion of the generals surrounding Trump and there was some sort of distinction of some kind being made. I wish I could answer your very legitimate question. However, with my mush brain and crossed eyes, I fear I will need to place it on the shelf and hope it becomes clearer soon.... or maybe run into it again.
Perhaps one of our more knowledgable thread participants can lend a hand here!
