Is it possible that Jesus Campos’ official job title wasn’t “security guard”? Since he was unarmed, the hotel might have chose to call him a “safety officer”, or something like that.

Then no need for state registration.

I tend to think this theory is correct. We have "courtesy officers" in our building.

Maybe his title is "illegal alien" and that's why he's not on any lists.
