Probably not the father’s real name anyway. In the Middle East I never saw one of the locals use the name Bilal. Every time I did encounter it was a Westerner convert.

They are trying to advance an agenda, not accomplish a name change. All the little bastard’s (that’s a long established legal term of art) mother needs to do is change her own name, and then match the child’s name to hers.
Of course, she’d be better off spending her money on either getting psychiatric help or her time sewing matching mother-daughter suicide vests.
