If she were walking for an hour wearing a heavy coat MAYBE I can see her getting overheated and even with that, you dont become stiff like a freakin ironing board, you sit down, want water, etc
A friend of mine recently had dehydration in NYC. He walked into a restaurant bathroom, being violently ill (vomited) and fainted. He woke up in the hospital where he was kept overnight while they ran tests to make sure that was it. I’m sure they gave him electrolytes, etc.
Whatever was wrong with her, she needed to be taken to a hospital. Even if they have her diagnosis.
She was overdressed for the day, although not as ridiculously swaddled in heavy wool jackets as she has been recently (to try to cover up ... what? extra pounds? medical devices?).
I live in the NYC metropolitan area. It was only about 80º in the city at the time the dignitaries were gathered for the ceremony. I am very heat/humidity sensitive, but even for me the weather has been pleasant today.
