He looks like he has a thyroid dysplasia which may make him hyper and perhaps even violent.

He might have swallowed his chin. His neighbors said that he seemed wigged out. Earlier in the day he was in the back yard, acting drugged up and scaring the neighbors.

It could have been a psychological snap/episode then goes in the house, the baby was making baby talk. She kept interrupting him, so he hit her. Correction, beat her to death.
