She was making fun of people with epilepsy. Similar to Obama mocking participants in the Special Olympics.

It is a classic seizure. I was epileptic for some years after an auto/bike accident that left some, thankfully temporary (as in perhaps 9-10 years), neurological results i.e. epilepsy. I didn't see any of my seizures, of course, but I was told about them and I read a lot about the phenomenon later. She had an epileptic seizure, not grand mal but rather petit mal. Her mind got scrambled for a minute. She came out of it still talking but about a totally different subject until she remembered what she was supposed to be talking about. Her head bobbed and her eyes blinked rapidly. SHE HAD A SEIZURE! Because it is apparently not the first time and probably results from one of her concussions, I suspect she is taking Dilantin and probably some barbituate. The Dilantin robs one of will power which is illustrated in the judicial decisions of Chief Justice Roberts. Imagine a president who cannot decide to do what he believes he needs to do because an influential friend opposes it or cannot refrain from doing something such an advisor wants. Talk about a puppet president...
