I'll say even a bit more than that. He was a contained dictator, in that he had no real aspirations to conquer his neighbors, "punish" the West, etc. As you noted, he was the best you could get in that part of the world.
If you're going to knock off a Tsar, you had better be damn sure that the next ruler is not going to be a Lenin.
