Here is one scenario:

Obama still carries a grudge from the 2008 campaign. Biden is his first choice to succeed him.
Biden decides not to run.
He does not want to appear as an interloper, dividing the party.
If Hillary is indicted, Joe can ride to the rescue to save the party. He is now the savior.

Obama may be orchestrating this without leaving fingerprints so the Clinton loyalists will support Biden.

I think your Biden scenario is a good one.

We're already seeing leaks from Dimocrat insiders who are worried about a Hill v Trump matchup.

And if it's not Trump, she's still not exactly setting the campaign trail ablaze with enthusiasm.
