I agree. There is no smoking gun here, at all. Matthews appears to be saying that Hillary's surrogate Bob Kerrey was slyly implying that Obama was born in Indonesia. Matthews is not saying that Obama was born in Indonesia.
As a side note, I have serious doubts about Obama's place of birth, and his background in general. I have been looking for that smoking gun. But this isn't it.

Trump has been attacked because he did not denounce a person in New Hampshire who questioned Obama’s background, yet here is Mathews saying the exact same thing as the questioner.
