Almost certainly not within regulation. When they do USNA graduation week air shows here their flight paths are strictly cleared of spectators on the river bank and in boats that must be anchored outside the low level zone
This after watching them barely skim our boat mast some years ago!

I had a Blue Angel fly right over my car while I was driving close to where they were practicing. It was probably 100 feet above me, it was really loud & cool.

Years ago, hubby and I were at a semipro golf tournament, fly by was so close it rattled the names off the leader board. Pilot even waved as he flew by. All afternoon it was like they were using the golf course fairways as flight corridors.
