From my understanding, IIRC, it was a Heritage Foundation study revealing that race isn’t a causal factor but a coincidental one—but that the structure of the family is a more accurate determinate of illegal behavior.
Blacks may have higher crime rates because their families are more prone to be broken.
Whites who have broken families may also have a tendency to commit crimes.
Just a thought.
In fact, a 1997 Hudson Institute Study, Fathers, Marriage and Welfare Reform found that:
70% of long term prison inmates
60% of rapists
75% of adolescents charged with murder
Grew up without a father in the home!
Fatherless Children are 3 times more likely:
To fail in school
Suffer psychiatric disorders
Experience adolescent suicide
40 times more likely to be victims of child abuse
Presently, 72% of all African-American births take place without a father in the home. . .do the math. . it's not a pretty picture.

Let’s break it down from DOJ stats:
72.3 percent of non-Hispanic blacks are now born out-of-wedlock.
Even in high-crime inner-city neighborhoods, well over 90 percent of children from two family homes do not become delinquents.
So, .1(100-72.3) = 2.77% of crime is from kids from two family homes.
97.33% of violent crimes committed by persons who grew up in single family homes.
