Government and business leaders from many other states can obviously afford to buy it in CO while vacationing. They fill the CO highways for that purpose.

Penny stocks are traded as any other stock. They are basically a shell company.
Aquire the shell, pump it, dump it, repeat.
Greed is a powerful drug.
