There was nothing preventing the kid from using his words...

Obviously, you know nothing about cerebral palsy.

The child is not a paraplegic. He has motor skills deficits (pretty obvious, since he is in a wheelchair) due to brain damage (hence the "cerebral" part of cerebral palsy). All motor skills will be effected, including speech.

Depending on the individual, this student may be unable to speak at all, or able to speak but be difficult to understand.

Irrelevant. Hitting an adult in authority who isn’t trying to commit a crime on you is absolutely never correct.

Even if he can’t speak, slapping and spitting wasn’t the correct solution and if he’s capable of being held accountable, should be.

You’re making my view a lot more complicated than it actually is.

I don’t care in the slightest about reasons...if you’re a kid who has enough mentality to know hitting is bad, and you hit an adult for any reason other than self defense, there needs to be punishment enough to remind you why you chose poorly.
