My friend Bob was overrun with squirrels and finally started trapping and relocating them. Despite his efforts, he didn’t seem to be making a dent in the squirrel population, which was really a puzzle to him. One afternoon, he was out working in the yard and noticed a pickup truck he didn’t recognize, stopping up the road near a wooded patch of land next to his property. The driver got out, went around to the back, pulled out some live traps .... and released a couple of squirrels! As fast as Bob could trap them, somebody else was releasing squirrels back at his location .... puzzle solved.

Raccoons and Possums I can do. The Squirrels are too hyper and kill themselves in the trap if you don't get to them immediately.
We have that release problem here with respect to dogs and cats. People relaese them close to our subdivision, and they find their way over.
The county has no animal control, and we live outside the city limits, so we are on our own. Some of them get adopted by one or the other of the neighbors. The rest of the dogs wind up dead on the highway at the bottom of our hill.
We have several ferral cats that catch squirrels, and seem to know better than to get out on the highway.
