I could not find a source about Winnie Mandela that actually had any concrete details about her actually using that quote, until I came across this, of all places, on Wikipedia:

"...Her reputation was damaged by such rhetoric as that displayed in a speech she gave in Munsieville on 13 April 1986, where she endorsed the practice of necklacing (burning people alive using tyres and petrol) by saying: "[W]ith our boxes of matches and our necklaces we shall liberate this country"..."

She married him in 1953, and was married to him until 1996. I have no doubt he not only knew of her activities, but in his role as leader of the military wing of the ANC beginning in 1961, he approved.

Just like some mob guys still ran operations while incarcerated, no doubt(at least in my feeble little brain) SA’s “finest son” also ran ops from his cell through winnie. Even the commies are praising his involvement.
