I always thought it sounded like the speaker was seeking approval or confirmation of what he or she just said. For example, like someone who gets called on by the teacher and is not sure if their answer is correct. The folks I hear talking like this are all big libtards.

Have you noticed how some people, usually younger, pronounce words like, important ?
There are dozens of similar words in which they enunciate each syllable.
Im..port..........ant.

Part of this may be the homosexual dominance in fashion and trend setting, just like they are the reason fashion models are overwhelmingly women starved to look like adolescent boys and why a “androgynous” man (with plumbing) is being heralded as one of the hot new models.
Another reason would be the rise of neoteny, the worship of youth. I was struck by the difference between new and old Christmas songs. Bing Crosby and other classic male voices were deep. All of the newer songs had higher pitched boys’ voices, approaching the female range. So even the boy band celebrities have higher voices than the musical stars 50 years ago.
What the hell are they talking about, I was born and raised in Southeern California and have lived here all my life and have never heard a girl or women speak in such a fashion and I’m 76.
I hear it all of the time.
I thought the “Absolutely” fad drove me nuts but this new dialect annoys me to no end.
