He escalated.

Started by driving off with reckless driving.
Then stopped long enough for the cop to come behind him so he could reverse his car to ram the police vehicle.
Then he was off again through ALL red lights, stop signs and traffic signals never slowing down or stopping.

In one of the intersections that was blown through his trailer got rammed off of his truck by an innocent driver who had the green light (possibly killing them or others).

If the guy wouldn’t stop and get out of the car and did all he did, I think deadly force was justified.

You may be correct, and those who did the investigation agree with you. I would like to see a more proactive involvement of the court system in these incidents so that the opinion of some police board and the local prosecutor are not the final judge. Shooting is a last resort action that ought to be tempered by the rule of law.
