MS just passed a law mandating collection of umbilical cord blood to check for paternity in the case of under age birth mothers. Just in case there was statutory rape.

The problem with this is simple. You don’t need umbilical cord blood to test for that. The state *already* takes a DNA sample from the baby to ostensibly test for genetic defects and inborn errors of metabolism.

And keeps that sample indefinitely.

They’ll be keeping the umbilical cord blood indefinitely too.

What’s the difference you ask? Umbilical cord blood can be used as a source of stem cells.

Either they’re just wasting the taxpayers money (in the poorest state in the nation!) for this duplication of effort, OR there’s something else afoot. And storing umbilical cord blood is a spendy thing. Most taxpayers aren’t able to afford it when they have kids.

No, if you'll look into what I said you'll see my assumption is basically that they're liars; indeed, I would go so far as to say that it's probably also a conditioning operation.
