What are the rules for newbies?

I have a friend who recently joined Free Republic after an epiphany of realization that lead her to convert to a conservative virtually overnight, and now she's getting quite an education by reading FR.
But she's frustrated because she can't join ping lists or send messages to people. Apparently newbies are blocked from doing a lot of things, but I can't find the rules written down anywhere.
What are newbies forbidden to do, and for how long, and how do the restrictions get lifted?

I don’t think there are any restrictions. There is a thread somewhere that covers the basics, perhaps someone will post it. Or just ask here, and someone is sure to help.
Of course, there will be some...er...playful toying with the newbie, but it never hurts to get a little hardening going on...:)

You should know by now there are people out there who LIVE for threads like this.

If she registered and got a pass word she can log in. Once logged in she can post. If she has a very restrictive setting on cookies for her computer, she needs to make this a trusted site or set her cookie policy to medium.
Once she sees someone with a ping list posted to their posted comment, she can post to them and ask to be added to that ping list.
I suspect she registered but hasn’t logged in.
