This sounds (very) much like a communist regime "exit visa".

What's next. Guard towers. Facing inward?

Such as were the case, in former East Germany?

Croc would agree with you

Australian expatriate Paul Hogan returned Down Under last week to attend the funeral of his mother, and now he can’t leave the country because he owes millions in back taxes, the Associated Press reports. The 70-year-old “Crocodile Dundee” star now lives in Los Angeles with his wife (and former co-star) Linda Kozlowski and 12-year-old son, Chance, but they didn’t make the trip with him. “These may not be the appropriate circumstances to effectively make Paul a prisoner of Australia,” his lawyer Andrew Robinson tells Australian Broadcasting Corp. radio. Australian tax officials have been investigating reports that Hogan hid earnings from his surprise film career in offshore bank accounts, and late month claimed he owed taxes on the equivalent of $34 million American dollars. Hogan has denied the claims, and is "stunned and disappointed" by the legal manuever, according to a statement from Robinson's law firm.

Remember all the professional offendees who were screaming "Berlin Wall! Berlin Wall!" when the subject of building a wall to keep people out came up?

I'm guessing they'll be dead-silent on this one.
