It’s interesting to put these two orders side by side.
With the Bush order it’s pretty cut and dry - you can extract whatever you think may be implied by the wording - but it looks like decent run-of-the-mill government spew.
Not with the Barry order, this sucker is chock full of guilt, shame, conjecture, biased conclusions, guesswork and steered forward-thinking prose
