Two problems here ~ for much of the day most of the traffic is going so slow none of this is relevant. The other problem is that almost everyone who drives in NYC knows where they are going and they never look at the signs.
Sounds like no one in DOT has ever been in NYC.

I was just going to post that. No one who drives in Manhattan even thinks to worry about what is written on those signs. People in the borough who have a car know exactly where they are going without the use of street signs and everyone else, including tourists, either walk, take taxis, use the subway, or ride the bus.
