They WILL make you “blackout” on occasion, but not 20 minutes later. It is immediate and only lasts seconds.

Apparently NBC-Miami assumes its readership is very familiar with the slang street names for drugs — even obscure ones — and would read “whippet” and immediately think “nitrous oxide” rather “sleek little dogs”.
