Kenyan newspaper have spelled his name both ways. In fact, in Swahili names are spelled phonetically as they sound and do not follow a set standard as to a particular spelling.
Yes, I am aware that spelling can differ. That aside, what matters here is how Helton/Heltan spells his name.

the name calling is certainly referred to “Obot”.
Politely I would just remind that the way maganga spells his name is important because I am quite certain that Lucas mispelled it and so this would amount to evidence of forgery.
But after it came up that Othigo was the Administrator on Feb 19th 2009, the date stamped on the fake bc, the issue about Maganga’s name has become of secondary importance. But nevertheless it is still there.
