That doesn't matter.The US is one of only a handful of countries that taxes its citizens *regardless* of where in the world they live and *regardless* of where in the world their income comes from.He'll still have to file a 1040 every year...unless he renounces his citizenship.And if he does that he qualifies himself,under Federal law,as an "excludable person" for visiting purposes.

Unfortunately, moving overseas does not exempt one from US taxes.

Not to worry, expatriated Americans still pay income taxes. As an American, you owe the imperial federal government taxes on ALL income, irrespective of where it was earned, and where you're current domiciled. Ain't life grand?
