He was in his private vehicle on his personal property. The cops had nothing to charge him with nor any basis for investigation.

TOTALLY FALSE.
He was on a public road, driving a vehicle which is subject to the Motor Vehicle Laws of the state of Florida and his vehicle caused property damage and personal injury which is also covered by Florida statute.
You can try to spin this any way you like to justify his behaviour, but if you or I did the same as he did at 2:30AM, we would be arrested.
