I’m not watching any of the service, not out of disrespect for the dead and their loved ones, but rather, I think I’d be hurling if I saw the Liar in Chief even for a moment.
It’s all for publicity...that photo op. He doesn’t give a dang about those who died. He doesn’t care about the military period. Heck, he’s fooling around over a decision to create a surge in Afghanistan. Meanwhile, even more of our brave troops die. *Unladylike spit*
Since TOTUS never served and has (quite obviously) no one on staff that has clued him in on protocol, he is like a lost boot-recruit.
Why? should he salute the military dead?
He despises them.
His mother, his father, his grandmother, his own family, his teachers, his sponsors, and party despise them.
Let’s be honest I don’t think there is anyone in his white house staff that has a clue what he should do.
No mention of saluting on the teleprompter.
Therefore he was clueless as to what to do.

From what I've read, in his book, he said he'd always side with Islam (he was born and raised a Muslim). The dead, therefore, would be his enemies, right? The shooter would be his brother in the faith.
That's why I couldn't watch it either. It's a mockery of those who were killed. It would have been better had he not shown his face there. The families are suffering enough.
The answer to your question is no. The President of the United States is the civilian commander so he should follow no military protocol. The saluting of the military personnel while entering and exiting military aircraft is actually new. Reagan started it and the rest followed.
I saw Democrats Complaining online that he saluted at Dover AFB and complaining he shouldn’t salute because he isn’t military.
But some vets gave them a smack down and reminded them he is Commander in Chief and gave links to Reagan doing the same.
I think his handlers told him not to.
I chose not to watch or listen to the compliasant, pedantic, and turgid yet empty presentation of B. Hussein to our brave soldiers. Healing and comfort cannot possibly proceed from this duplicitous scumbag.
